In a normal free democratic country,what is the penalty for state chief ordering the government around?

It’s time for war!Romania had to vote a law that the party in power could choose their own judges regarding the Department of defense,which is illegal by the way.The Senate rejected this law,in fact it was never voted by quorum missing,so the President,in a tv chanel demanded the government to take responsibility for that law:
to ignore the Parliament and just move on with that law,he wants to do that with the Social assistance Law,again disregarding the Parliament vote,not only that that is dictate but i will tell you the exact words he used:
The Senate is compromised!We can no longer appeal for their assistance!In this case,the only thing left for the government to do is assume those laws,without the Parliament.
Well if that is true we can no longer trust the Parliament,the president has to cancel the parliament,he didn’t and our constitution states that without the parliament,no law can pass ,without consulting the parliament,unless the parliament is dissolved.Any assumed law disregarding parliament’s vote is an attack to democracy.
So in a democratic free country what is it needed to at least penalize if not forcing resignation of the president for that kind of behavior,i need the legal action please!Thank you!

What does your constitution say about impeaching the president? If he is in command of the armed forces, he might order them to attack the parliament, unless the military leaders refuse to obey.
